Samurai Style.

This is the "Kiyosu Jo Busho Tai Ouka Gumi" ("Kiyosu Castle Samurai Group Ouka Team").

They dress up as warlords etc. related to Kiyosu castle from the Sengoku period (or Warring States period from mid-15th to early 17th century) and take part in sightseeing promotion activities around Kiyosu castle.
